Sign-on letter request supporting Family Based Care Services Act of 2017 (HR 2290 and S 1357)
The Family Focused Treatment Association requests your organization’s support of the Family Based Care Services Act of 2017 (HR 2290 and S 1357), bipartisan and bicameral bills to create a national, uniform definition of therapeutic family care (TFC). TFC is the least restrictive intensive treatment intervention for youth with significant social, emotional, and behavioral disorders or who are medically fragile. This service is provided to children and youth whose treatment needs can be addressed in a family setting, rather than in higher levels of congregate care. TFC provides services and supports wherever the child resides, whether with their own family, in an adoptive family, in a kinship placement or in a treatment/therapeutic foster home.
Last year, many FFTA members and state and national child welfare advocacy organizations signed on to a letter supporting this same effort in the 114th Congress (HR 835/S 429). We ask you for that support again and welcome national organizations and state-based provider agencies to join in on our efforts to get this legislation passed.
While Medicaid certainly remains under target by this Congress, these TFC services are already billed to and reimbursed by Medicaid. The legislation doesn’t expand to include any new services; it simply describes current practice and adds professional standards (e.g.. accreditation).
